TLOU-exe has an enourmus bug (a really shitty/faulty graphics-engine programming including v1.0.3.0): if there is an incompatible iGPU present, it will always try to run on this iGPU (e.g. HD3000, HD4x00)! The only workaund I found is to completely disable the iGPU in BIOS, then and only then it would run on the external GPU (Nvidia, etc.).
That behavior is also shown on tracing the TLOU-exe with Sysinternals ProcMon64.exe on startup! It initializes Nvidia, then (wrong) the iGPU and brakes of with starting Windows WerFault.exe without any error-message on display! If iGPU is disabled/not present anymore it will launch regulary.

IGpu disable in bios works top man
