Zugzwang as a pole dance upward unto heaven

A dense randomized mini-chess puzzle where everything matters. However, Zugzwang is about interacting with a maze full of people, so here I simulate the police as distinct in-person agents who walk around. The whole point here is that police form a system of intimidation that you dread, even when you can't see them.
