This fighting game health mechanic is too fussy and unreliable for a busy shooter. and I think this balance tuning is intentional. Limited regen (e.g. No health potion inventory , big change from Dishonored / Prey. No hoarding / shopping trips. but you can only safely do this if you have 50% or more health already.

Roman Cancels (Red) Long ago, the Guilty Gear series introduced an innovative mechanic called roman cancel that lets you spend 50% of your meter (the same cost as a super move) to cancel any attack instantly on hit or block. Roman cancel is the original though, and the better implementation of that concept by far. I don't know.

For balance purposes, I limit the number of voyeurs in the maze, otherwise it can enter a deadlock where there's only voyeurs but no one for them to watch. Violence is usually the first thing to prototype in an action game, but here it surprised me how much work it took to hack violence into an existing system that had no concept of it.
