At what stage of the developing process of a game mocap is recorded? How much time does it usually take? And in case of expansions/DLCs are actors called again or they record this content together with the content for the main game?

Motion/Performance capture usually happens fairly early during development, because animators need time to take the captured data and turn it into actual performances. Much of what animators do during production is this performance capture cleanup and modification/adjustment.

So how much $ (in general) does it cost to produce a fully animated/rigged, fully voiced 1-3 minute cutscene in a game that’s in ongoing development (something like SWTOR, where they have a lot of prebuilt assets)? Like just a general low range and high range? I’m seeing a lot of people complaining about prioritizing content they want, and don’t know enough about the behind the scenes costs to properly communicate they’re being unrealistic with their complaints.

The cost of any content in game dev is directly proportional to how much new stuff needs to be created for that content. If the character needs to animate differently than everyone else (i.e. If the cutscene needs new animations we need to bring on an animator to spend time building the new animations needed for the cutscene.

Why don’t open-world sequels reuse (and/or add on to) old maps often at all? Seems like it would be a decent way to have more stuff in the game for the same amount of effort.

Reusing well-used content like maps tends to offend a particular slice of the more hardcore demographic. Reusing assets is a great time-saver in order to afford the dev team more time to build new stuff within a limited budget, but the loudest players will complain a lot about such things.
